No tools should be used by SEO's for better performance. There work should be very generic.

Like on popular bookmarking we shouldnt use any tool but there are hundards of socialbookmarking websites. and they are not so popular. so using tool for them is not a bad idea.

I don't know the bookmarking demon do the right things.But i recommend to submit it manually.Because it will be worth for long time.
